Desired new functionality without blockers:

Create and update/edit secured party codes online
List secured party codes (e.g. for an organization)
If adding access controls for amend or discharge which are linked to secured party codes, then authorized users grant or revoke privileges by secured party code

Desired new functionality with blockers:

Mandatory Security Party Code for secured Party
Mandatory Email Address for Secured Party
If adding access controls for amend or discharge which are linked to secured party codes, then internal users need to be able to grant/restore or revoke privileges by secured party code when required (e.g. in case of a dispute between civil parties or to provide technical support)

Blockers:

Reg 4(e) - Use of a secured party code is currently optional; it may be possible to mandate a secured party code within the current Reg but it would not be optimal. Likewise, Reg 4(e) mandates a full mailing address, but not an email address.
Regulations do not contain provisions for the Registrar to manage secured-party-code-related privileges (part of broader requirements for Registrar to manage access controls to amend or discharge)
