Dates stored in Oracle are stored at midnight in UTC or Pacific....Conversion back to Lear is off by a day(7 hrs)

Figure out where the conversion problem is and fix that. - work being done under ~#7338~ verified and closed

Build a data fix script to fix the dates of the current ones in LEAR

First step - Check to see if there's an issue that warrants reaching out to the home team to update Oracle settings

Next, will be to follow up on the linked ticket.

@Kaineatthelab we had this in Milestone 42 but didn't do it. I'm pushing it to Entities 44.

@argush3 Do you know if there's anything left to do in this ticket? Looks like 7338 verified that it's OK in CPRD and COLIN interface is OK...?
