Description: Generate entity passcode in openshift.

Currently passcodes are generated in CPRD (legacy app database for BCROS). Once generated a new passcode needs to be reflected in PostGres. With passcode reset moving into the Business Registry it is necessary to develop the ability to

Not needed as there is not a specific algorithm to apply - just 9 random digits.
