Namex: Message saying "NR is being examined by [other examiner]" and prevents user from examining the NR #7659

Describe the bug in current situation Relates to ops ticket 7477. Examiners can't examine some names because it says that another examiner is still examining it, even though they are not.

Impact of this bug high impact, makes the NR useless and the examiner can't examine it.

Chance of Occurring (high/medium/low/very low) Has not happened too often, maybe a handful of times.

Steps to Reproduce Steps to reproduce the behavior:

  1. Request a name
  2. Start examining the name in NameX
  3. Complete the examination (in whatever state)
  4. Go in with an different IDIR, to that same NR
  5. See that the NR is currently being examined by the first IDIR, and you cannot do anything

I think there are some preconditions that we are not aware about that might be getting it into this state.

Expected behavior

  1. Request a name
  2. Start examining the name in NameX
  3. Complete the examination (in whatever state)
  4. Go in with an different IDIR, to that same NR
  5. See that the NR has been examined, is in the state that you put it in, and you can continue examining it from this new IDIR (because the other IDIR finished)

From Jenn:

NR 5195235 and 1685098 are examples. Outside of these 2 NR’s I have other examples to provide you with that has this same issue where the NR is “locking” and won’t allow an update to reset it. They are NR 5721771 and 7736075, and as they could not be updated, we cancelled and issued replacements. Would you like us to continue to send you further examples of these?
