UI Design - Filings UI: check NR type against IA type #8663

Context

If someone is in the middle of an incorporation, and their NR type is changed, how do we handle that? Note: This is uncommon because an NR can only be used to incorporate if the NR is approved, or conditional with consent received, and the NR type or entity cannot be edited if it has been approved. So a staff member would need to edit the NR to get into this scenario. Cameron votes for deleting the draft if the entity or NR type changes, because the changes between entities and NR types are so big, the draft would be no use to them anymore. Kaine suggests messaging around why the draft can no longer be used

Block examiners from changing an approved NR if an IA is open. They would need

Examiners are able to change a NR's type after it is approved -- possibly while it's being used to create a business via an Incorporation Application.

To prevent incorporating the wrong type of business (or with incorrect data), several places should verify that the NR type matches the current entity type:

@lmcclung Affiliation doesn't store the NR request type. And even if we store it, the event should indicate the type has been changed, which currently is only for status changes. We would need a ticket and need discussion with names team.

UX Considerations

This scenario happens rarely, so we want to focus our design around prevention of bad data formation rather than addressing how to deal with bad data in multiple interaction points. In this case, it's the late NR type change that we should focus on.
