Emails with the Receipts does not show up for PAD users. #8829

Describe the bug in current situation when the PAD users file for an NR and then after successful payment the email is received saying that it might take one to 2 business days to confirm the payment but a separate email with the Receipts is not being generated.

Impact of this bug All users making a payment with PAD

Steps to reproduce the behavior:

  1. Go to 'https://dev.bcregistry.ca/business/auth/home/decide-business'
  2. File an NR as a PAD user
  3. Email is received but no receipt is attached even after 2 businesses days of the payment
