RAID - Block IE 11 users from using Name Request #9429

Many of the negative feedbacks we get on hotjar are from people who are using Internet Explorer. We already have a banner which is displayed in the app when a person is using IE, recommending they use another browser. This banner appears to be ignored. It is possible to block the user from using our application.

Acceptance Criteria

GIVEN I am using Internet Explorer WHEN I navigate to bcregistry.ca/namerequest THEN I will receive a modal that says I need to use another browser as IE won't work (design needed) AND I will not be able to access the name request application

@pwei1018 if we get the go ahead from the business, would you be able to fit this into 11.1 or 11.2 sprints?

@lmcclung Is this change for all application or just for namerequest?

First we need an email with reasons why we are doing this for Carol. I need someone to draft the background "Internet Explorer 11 desktop application will go out of support and be retired on June 15, 2022" Microsoft Edge has replaced its services. It is estimated to cost $200,000 (2 sprints per year) to support IE11. We haven't supported IE11 from the beginning of the rebuild and introduced a banner stating that it is unsupported. Twitter is among many applications that do not support IE11..... etc...

@Kaineatthelab I talked to Carol about it this morning. She is fine with us proceeding as long as our messaging includes the wording from Microsoft stating they no longer support IE 11 and it will be reitred on June 15, 2022.

She didn't ask for a decision note or anything.

Great!! Create another Dev ticket as this ticket will be used as the decision tracking when we have the RAID workspace. They can be linked though:)

@Kaineatthelab since we have a Dev ticket for SRE team, ~~ can we remove SRE tag from this ticket? ~~ Or move this to New Issue pipeline on SRE board, we don't track on SRE board. Thanks
