Cannot load dissolution if business has no email address #9798

The "dissolve this coop" button was clicked and the browser was redirected to Create UI, and then an "account authorization error" dialog was displayed. (The console also showed a "Invalid user email" error.)

It was found that this particular business had no email (or phone number). (This could be seen in the entity info header on its entity dashboard.) Clicking the "Change" button and entering a business email address resolved this issue: it is now possible to open a dissolution filing.

However, this issue may occur on existing (legacy) businesses. This ticket is to highlight this issue and come up with a resolution.

Potentially have a pop up modal to let people know they need to update email before they can start the filing (in filings UI) as opposed to in create UI. Will need UX design. @sienna-blumstengel we should mention this in OCM training as a potential issue.
