Update docker-compose file to include the web part #28

Describe the task Current docker-compose only accounts for running the api and database containers and we need to include the web in order to run the whole stack.

Acceptance Criteria

[x] Run the web using dev.Dockerfile
[x] Create Dockerfile that incorportate Caddy for production
[x] Add commands in Makefile
[x] Update web README.md
[x] Update root README.md

Decided to go with this base image abiosoft/caddy:1.0.3 since it uses Caddy 1 as opposed to the above one which uses Caddy 2. As well, Caddy 1 is compatible with the s2i Caddy image hosted in Openshift.
