.CSV to .PDF File Conversion #3714

Description

.CSV files need to be converted into PDFs in the Gathering Records Log. Currently, .CSV files are uploaded as incompatible and deduplicated.

@lmullane @m-prodan @liseandtea - this was prompted through training today, and I noticed we don't have a ticket for this. I don't believe this is urgent, but just want to raise it as an item we will want for the Gathering Records Log.
