Title of ticket: TIF to PDF Conversion

Description

IAO scanning team currently produces TIF images for every page they scan. If they are unable to scan to PDF, we'll need to handle this with our automated conversion engine

They also have the option to scan in bmp and jpg

Dependencies

@m-prodan Kyle and Lise just brought this up explaining that this is why we weren't able to test the scanned documents. Just noting that I would consider this high priority - because we are not able to test the various of different types of files and make sure it is all working before we bring in scanning it could have big impacts on bringing on CFD Personals

Records scanned to TIF are converted to PDF in the Document Module in AXIS; when migrated over we will have PDFs.

Need to work with Scanning Team on the scan to JPG option as this should work without development.

From a technical perspective we can enable BMP, TIFF on PDFTron, Records upload etc. Estimate comes to 8, but business to check option to standardize scanning to JPG and/or PDF only so that no work requried
