PROD - Unable to Download for Harms - Unknown Error

Describe the bug in current situation Raised by user at transportation - no issues with records uploaded, errors or otherwise.

System keeps throwing an unknown error, user unable to download for harms. Of note - the file size does not seem consistent with what has been uploaded.

pod got restarted/killed when processing filename = MRF Budget eBinder_2023_FINAL.pdf for the 4th time.
