As a user, I will be warned that I am out of compliance if i have less than 1 director

Description:

If a company is a public company, they should be warned that they are out of compliance if they have less than 3 directors, otherwise they will be warned if they don't have at least 1 director. Since this will be new functionality, we need to investigate how to approach setting whether or not a company is public.
