File BCorp AR with correct AR date

Description: When a BCorp AR is filed, the AR date is always the anniversary date of the company (not the AGM date as is the case with coop).

Acceptance Criteria: API does not allow invalid date for BCorp AR date API continues to allow AGM date to be specified for coop AR

Definition of Ready:

[ ] All dependancies resolved
[ ] AC is defined
[ ] Estimated
[ ] Estimation is small enough to be completed in a sprint
[ ] Approved by SMEs / PO

Definition of Done:

[ ] AC is met
[ ] Unit tests created and passing
[ ] E2E tests created and passing
[ ] Code review completed
[ ] Test cases created and passing
[ ] Regression tests passing
[ ] All bugs/dependencies resolved
