Transfer of sprint 0 containerization work to our FreshworksStudio/Lear fork
All docker make and compose files to be completed in our forked repo

The containerization work has been implemented into our fork.

** The environment variables are still drawn from the default configuration file. The idea behind this was to withhold these changes until a proper strategy is in place that will prevent the bcgov/lear master from breaking by a merge.
