API - Add in "certify" value(s) to the filing #162

As a user, I want to view a summary screen before I submit and pay for my filing.

Description:

Users can "certify" in their AR filing, on the summary screen, and the "certify" action is recorded in the database.

Acceptance Criteria:

The database records a value when users "certify" their AR filing
Validation logic is added to ensure that "certify" is always True

Definition of Ready:

[ ] All dependancies resolved
[ ] AC is defined
[ ] Estimated
[ ] Estimation is small enough to be completed in a sprint
[ ] Approved by SMEs / PO

Definition of Done:

[ ] AC is met
[ ] Unit tests created and passing
[ ] E2E tests created and passing
[ ] Code review completed
[ ] Test cases created and passing
[ ] Regression tests passing
[ ] All bugs/dependencies resolved
