Delete the old BCovrin `test` Ledger from Digital Ocean once the Permitify `test` environment has been upgraded #129

Once the Permitify test environment has been migrated to the new BCovrin test Ledger (http://138.197.138.255/), delete the old BCovrin test Ledger (http://159.89.125.134/) and its associated proxies.

The last of our environments using the older (Indy Node v1.2.297) BCovrin Ledger (http://159.89.125.134/) with the remapped ports has been migrated to the newer (Indy Node v1.6.636) BCovrin Ledger (http://138.197.138.255/) using standard ports. The old ledger instance and related proxies have been deleted.
