Add webhook for new pipeline #157

The is a new pipeline named "agent-pipeline" in devex-von-permitify-tools, that takes care of building the base image used by all of the issuers in dFlow.

There doesn't seem to be a Github webhook configured to trigger it when changed are merged to the master branch in the repo, so we need to configure one.
