Add a v3 of the gwa api that uses the latest deck command.

Impacts:

Portal /gw/api proxy will require changes that will break the use of 2.0.4 (merged into portal dev already)
The gwa-cli will need updating to use the ApiVersion as part of the path for PublishGateway and Status (change part of https://github.com/bcgov/gwa-cli/releases/tag/v2.0.5)
