Migrate from Vue 2.6.10 to Vue 3.0.0
Purpose
Vue 2.6.10 has reached end of life (EOL) and is no longer actively maintained. We need to upgrade to version 3 to use a maintained version. This will require manual testing of the application, working with service owners.
Acceptance Criteria
[ ] We can successfully build the application using Vue 3.0.0
[ ] All breaking changes have been investigated for use within the app and then resolved.

The version of VUE will depend on what's recommended from the research done in #2001
