Acceptance Criteria

[x] We can successfully build the application using Vue 3.0.0
[x] All breaking changes have been investigated for use within the app and then resolved.
[x] we can successfully build the application using Vue Compat (Vue 2 and 3 at the same time)
[x] the Next tickets are created to complete the Vue Migration (Errors/Warnings that dont need to be resolved in this PR)

The version of VUE will depend on what's recommended from the research done in #2001

I'm moving this ticket to blocked. We will review after the migration of the pipeline.

There are a few tickets that need to be resolved before moving the first slice to user testing.
