Add dockerfile, add workflow yaml files to build package and run job. Existing CE roads package and workflows can be adapted for this with very little change

Note that a new bcdata release is required, including fixes to support all layers required.

The workflow is very simple, all that is required is some organization of files.

rename python script to download.py and include only a single command (with a "validate only" flag for validation)
rename current download workflow to harvest_restrictions or similar, include all jobs
