Generating report for HAs based on their region

Also, adding support for multiple sites: so if a participant who was hired in my region, fraser, but completes their ROS at a site in Vancouver Coastal, I am still able to see this participant in the report and i'm able to see they are at vancouver coastl tldr; you pull all info for the ppl who was hired in their region regardless of their current ROS site
