Adding a dropdown for MoH to select between Create a new site / Create a new phase
Covered by feature flag FEATURE_PHASE_ALLOCATION.
- Added FeatureFlag helper component

I just checked out the branch and I think this is likely to come up as a bug: I don't know if our users shrink the browser like I do, but the button shrinks to hide the text when there's enough room for it to stay the same size.
