HCAP-1342 | Adding automated testing for hire flow #836

Ticket: https://freshworks.atlassian.net/browse/HCAP-1342 The bug itself is taken care of by https://github.com/bcgov/hcap/pull/833, this is some automated testing that should help us catch similar issues in the future. Takes a participant through a complete flow (originally written for a different bug), and has some functions that can be reused for different flows.
