Ien march 24 security updates #614

  1. Updated Typeorm and updated queries.
    • Removed getJobLocation because it was not being used and updated Typeorm would require a rewrite.
    • Removed the HA limitation, and to/from options for getUsers route. It's not being used, and it would have complicated the rewrite.
    • Removed sections of the orm config that do not conform to updated syntax
  2. Updated:
    • Axios
    • oidc-client-ts
    • Babel-jest
    • cypress
    • postcss
    • postcss-loader
    • start-server-and-test
