Describe the task Remove wildcards from SSO URL's in Dev/Test

Purpose Compliance with Common Services new policy coming into effect

Acceptance Criteria

• [ ] Can login to Inspect locally
• [ ] Can login to Inspect when pointing at Dev
• [ ] Can Login to Inspect when pointing at Test

Additional context

• There'll probably be a lot of emails about this.
