Description

This PR includes the following proposed change(s):

Update dependencies in repository
Set Minimum iOS Target to iOS 13.0
Fix the issue where we had to use Rosetta to run in Simulators
Update actions to a run higher macos runner
Add Workflow action to set minimum xcode version for SDK requirements

Additional Notes

There is no feature updates to the application, but testing should be done to ensure nothing broke while upgrading
