Improve accessibility, clean up UI for Map Legends Page

Value Add

Better Accessibility, clean/consistent look and feel adds to user experience across application. Improves professionalism of app.

Acceptance Criteria

[ ] Clean UI to make better use of the space
[ ] Move hardcoded Plant code table into separate file, easing maintenance and cleaning up the component
[ ] Better use of header tags, improving accessibility
