Mobile: Form wont load while offline #3508

While working offline after having chosen offline user, clicked new record to create new terrestrial observation, form content doesn't load, only shows a blank form page with "loading" text

Extra context: after sitting on the blank loading form for a few minutes I clicked "Go Online" and logged in and the form data suddenly populated
