Re-imagine the Layer Picker Tool

Value Add

Better usability for Mobile
- Increased 'Touch targets'
Better accessibility for users
- striped rows to differentiate between them
- Increase text of headers for clear differences
Ability to add more Features / use cases to the tool

Acceptance Criteria

[ ] Existing Functionality all include in redesign
