[INV-3553] Jurisdictions Bug (that wasn't) #3558

Overview

Investigated Bug in suggestedJurisdictions. Determined was a limitation in the code table, and not a bug.

This PR includes the following proposed change(s):

Clean up component, grouping variables/use states more appropriately
Separated suggestedJurisdictions logic from autoComplete into named function and out of component itself
- Since arrays pass by reference, there's no return statement in the move
Closes #3553
