Overview

[!IMPORTANT] This is branched off of PR #3611, diffs will look large until other branch is merged. Alternatively, this one branch could be merged. and the other closed.

This PR includes the following proposed change(s):

Creation of common Accordion component
Add Accordion Style option to Layer Picker to users can have multiple contexts at once if they wish
- Persist Option in state so they don't have to retoggle it everytime they use the app
Closes #3610
