If the task will only make sense to a dev, add a :zap: to the title.

Allow Users to toggle map visibility from Offline Map Cache page

Value Add

Users will already be creating Maps in here, so it will make sense to them to also enable viewing of maps here

Acceptance Criteria

[ ] Offline Maps can be enabled in Offline Map Cache page
[ ] Add disclaimer that Maps can be enabled via layerpicker
