Alert user when Settings change in background #3616

Describe the task

If the task will only make sense to a dev, add a :zap: to the title.

Send alerts to user when certain settings in the background change due to a user action

example: When a user goes offline, they cannot toggle DataBC Layers

Value Add

Communication with User gives them context when their actions have reactions, and lowers frustruation of things disabling "Just because"

Acceptance Criteria

[ ] Map Layers comms Implemented (Layers enabling/disabling)
[ ] Add visual disclaimer when areas are disabled due to a setting
[ ] Message when state is turned online and there are unsynced records in the app
