Describe the task

If the task will only make sense to a dev, add a :zap: to the title.

Update the docker compose to include Keycloak with some pre-baked users into the docker-compose

Value Add

Improves ability to develop offline
Doesn't rely on state of OpenShift & IDIRs

Acceptance Criteria

[ ] Keycloak integrated into Docker-compose
[ ] Some pre-baked users added for pseudo accounts
[ ] Update Wiki to include Keycloak details
