Refactor MultiSelectAutocomplete to align with the Refactoring done to SingleSelectAutocomplete.tsx

Value Add

reduced cpu/ram consumption per render
Improves readability/maintainability

Acceptance Criteria

[ ] Tidy component to more succinct

Previous work was completed for SingleSelectAutoComplete.tsx that can be referenced
