Overview

This PR includes the following proposed change(s):

Refactor / Removal of 30 Batch Actions
Overhaul the actions to actionCreators for all Batch actions
- Improved Type guards
- Removed several actions that were stubbed out but never called.
Progress on #3528
Closes #3670
