Overlay requirements

[x] Isolate WMS service in BCGW getCapabilities service
[x] Add layer to Geoserver Configuration as a proxy
[x] Activate TMS service in Geoserver
[x] Adding overlay to map
[x] Configure and test offline capabilities

I was able to grab the sources from the previous work by Freshworks. However, it ended up comprising of two separate layers... which took a bit more doing. We could possibly merge together in the future.
