Title: Change rebate expiry notice to NCDA to 15 days
Description: Currently there is a 2 day grace period before sending rebate expiry to the NCDA which deletes the rebate on the NCDA side. This should be changed to be 15 days to match the amount of time dealers have to claim the rebate from the NCDA.
Wireframe:
Purpose and benefit to user: This will allow the dealers time to claim a rebate within their 15 day period.
Acceptance Criteria:
[ ] Given I am a new car dealer employee, When I am claiming a rebate from the NCDA, then I can do this up to 15 days after the rebate has expired.
Development Checklist:
[ ] Update the job definition that deletes rebates from the NCDA side to take an argument that specifies how many days after expiry a rebate should be deleted. Set the default value of this argument to 15.
[ ] Update the job to use the argument mentioned above.
