Describe the issue It's suggested to move kirk-helm to bcgov/helm-charts to keep things consistent.

Closing this issue due to a few layers of why...

New features of KIRK are currently on hold.
KIRK is dependent on the python plugin part of the FME Framework. The python plugin is currently being re-assessed and potentially replaced with other solution/s as per Safe software guidance.
