Description:
Add functionality to the report summary to handle the deferral and addition of renewable fuel obligations for each fuel class (Gasoline, Diesel, Jet Fuel) in the compliance report. Users can defer up to 5% of their obligation and add it to the next compliance period, with fields for user input if necessary. Additionally, auto-populate the added obligation from the prior compliance period.
Important Similar to line 6, TFRS displays a formula showing how much volume can be deferred. It will not be possible to replicate this in the LCFS Portal because of the new structure of the table to include all 3 classes, but maybe we could restrict values entered in each cell by no more than 5% of the value in line 4. This validation choice will require further discussion and will be dealt with in a different card.

To provide users with the ability to manage their renewable fuel obligations more flexibly, ensuring compliance and accurate tracking of deferred and added obligations for future periods.

For Line 8: Volume of Eligible Renewable Obligation Deferred
[ ] Given I am a BCeID user, When I view the compliance report, then I see free text fields for deferring renewable fuel obligation volumes for each fuel class in cells G8, D8, and J8.
[ ] Given I am a BCeID user, When I input deferred obligation volumes, then the fields only accept positive number values.
[ ] Given I am a BCeID user, When I am short of my renewable obligation and in a penalty situation, then the free text fields in cells G8, D8, and J8 are available for input.
For Line 9: Volume of Renewable Obligation Added
[ ] Given I am a BCeID user, When I view the compliance report, then cells G9, D9, and J9 auto-populate with the volume noted in the prior year’s Line 8 compliance report for each fuel class.
