LCFS - Calculate and display compliance units previously issued for the supply of fuel in the compliance period (Line 15 of the compliance summary)

Description: Add functionality to calculate and display compliance units previously issued to the supplier by early issuance application for the supply of fuel in the current compliance period. This includes compliance units issued in the first three quarters of the year, consolidating them into Line 15 of the compliance summary. Compliance units from Q4 will be identified in line 18 similar to the annual report.

Purpose and benefit to user: To provide users with a clear and comprehensive view of compliance units previously issued throughout the compliance period, ensuring accurate tracking and reporting of compliance obligations over multiple quarters.

Acceptance Criteria: Line 15: Compliance Units Previously Issued for the Supply of Fuel in the Compliance Period

• [ ] Given I am a BCeID user, When I view the compliance report, then I see the total amount of compliance units previously issued for the supply of fuel in the first 3 quarters of the year in the compliance period displayed in Line 15.
• [ ] Given I am a BCeID user, When the system retrieves data on compliance units issued in different quarters, then it accurately consolidates and displays the total in Line 15.

• [ ] Implement logic to retrieve data on compliance units issued in quarters one through three of the compliance period.
• [ ] Ensure the data retrieval and calculation process accurately reflects all compliance units issued throughout the compliance period.
• [ ] Test the data retrieval, calculation logic, and display to ensure accuracy and proper functionality.
