Scanning then refreshing, then actioning proof for disconnected session will broadcast to all sessions

See attached video. It demonstrates the following with 2 browser windows on the same machine but it could be any number of active sessions across other devices.

• Have multiple DAV QR code pages open
• Scan the QR code on one of them but do not share or decline
• Disconnect the websocket session for the scanned QR code, this could be a variety of ways
  • Could do a hard refresh
  • Go back
  • Use the "Try Again" link when taking too long
• After refreshing or whatever, then share the original proof
• See all sessions go to pending
