[BUG][LUCY-273]** Update init migration to add major_cities and seed data #1159

Description

This PR includes the following proposed change(s):

Update the initialization of the LUCY database locally to include major_cities table and seed data
Add SQL INSERTs to load city data
Issue with invasivebc schema locally, remove from the original sql file
