Make "headers" in the font editor for all content blocks (Rich Text) compliant with BC Gov web guide #1120

As an Admin

I want to use H2-H4 to format my text in the MET content blocks

so that my formatted text looks and feels the same as other BC gov web pages

MA note: Requested the style to apply to be viewed in the options for the font drop-down in the text editor, if possible. MA note 2: To be purely semantic, the H! tag should be removed from the content and survey text editor as there should be only 1 h1 tag per page. (and it should be the engagement title)

See guide here: https://www2.gov.bc.ca/gov/content/governments/services-for-government/service-experience-digital-delivery/web-content-development-guides/web-style-guide/writing-guide/headings#format
