Added a Footer to Name Examination with a tooltip where on hover provides the version info for both the UI and the API #1454

Issue #: Ticket 18210: Name Examination UI

Description of changes: Added a app footer folder with 3 files: index: Base for the app footer NavLink: A navigation Link for the footer VersionNumber: Tooltip that fetches version number for the API and displays on hover.

Also added the footer to default layout so it renders on all layouts. Also bumped up the version number
