20999 - Conflicts Auto Add Checkbox Btn Refactor #1477

Description of changes:

Examiners should now be able to toggle auto add checkbox for automatically adding potential conflicts or not

The /gcbrun url still has the auto add button greyed out? Maybe I dont quite understand the ticket.

@EPortman You have to examine the NR for the auto add button to become accessible.
