7811 Staff payment for Upgrade and Renew, etc

Issue #: /bcgov/entity#7811, /bcgov/entity#7828, /bcgov/entity#8098 and /bcgov/entity#8153

Description of changes: Commit 1:

• removed actions logic in UI (which belongs in API)
• removed unnecessary type-casting now that TODOs are done
• fixed missing return value in checkinNameRequest()
• updated app version

Commit 2:

• renamed Reapply dialog -> Renew
• updated some button padding (consistent across 3 dialogs)
• updated some buttons ids (consistent across 3 dialogs)
• added staff payment tabs to Renew and Upgrade dialogs
• changed Cancel button -> Close in Renew and Upgrade dialogs
• updated whitespace (consistent across 3 dialogs)

Commit 3:

• updated Renew dialog text (ticket 8098)
• renamed Payment dialog -> Confirm NR dialog

Commit 4:

• moved affirmative action buttons to left side of secondary buttons

Commit 5:

• added Resubmit dialog (requires future API development)
• renamed REAPPLY action enum to RENEW

Commit 6:

• added Retry Payment dialog (with functionality from Existing Request Display page)
• renamed some tab v-models

Commit 7:

• deleted duplicate getter
• moved fallback value (false) to getter
• added enum for priority codes
• fixed Priority Request not restored
• refactored setNrResponse()

• deleted obsolete Payment Details
• added type for Fetch Fees Params
• deleted unused id from redirectToPaymentPortal()
• set Priority Request to False for renew and upgrade
• deleted unused Corp Types
• changed Filing Types to enum
• store Priority Code on mutate NR
• updated dialog titles and button texts per new designs

• updated Close to Cancel in dialogs
• restored "$30" on Resubmit button

• changed TODO -> FUTURE comments

• moved dialog primary buttons to right
• removed testing code
• updated text in Resubmit dialog
• added getter to clean up Consent Date
• increased top/bottom whitespace in Fee Summary component per designs
• added enum for Furnished values
• used enums for Priority Code

Commit 12:

• updated Resubmit dialog blurb

Commit 13:

• clarified some enums

• deleted obsolete Advanced Search Enabled FF
• deleted obsolete Chat Popup Enabled FF
• deleted obsolete Staff Payment Enabled FF

• fixed lint issues from previous PR

Yeah I think you're right. I would prefer to do mine just in case and I'm not supposed to be spending any time on it anymore haha
