8221 Fixed resubmit comment (for edit) #434

Issue #: /bcgov/entity#8221

Description of changes:

added resubmit case to addRequestActionComment()
cleaned up resubmit()
renamed postNameRequests() -> postNameRequest()
app version = 2.3.9
